Senator Kessler moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill No. 4636 -- A BILL to amend and reenact §6C-1-6 of the Code of West Virginia, 1931, as amended, relating to increasing the penalties for violating the Whistle-blower Law; increasing the civil fine; authorizing the Court to suspend a person from public service in certain circumstances; and authorizing appropriate discipline by the person’s employer up to and including termination from employment.
